Is This Person Eating a Man's Penis With Bread? [PHOTO]

I have looked at this picture for the umpteenth time and what i see is a meal that consists of garnished bread and a man's penis. Please tell me if i'm wrong.

Now, the question is, what kind of sane person eats a man's penis as a meal? The only category of people who do that, which i know of are cannibals.

The meal looked tasty from a distance but by the time i got a closer view of the meal, i kind of lost my appetite.
